PROFESSIONAL EXPERIENCE

November 1993 to Present

Consulting practice that includes general practice of law, with emphasis on land and title and boundary problems. Provides expertise as an expert witness advice and testimony and serves as a general consultant to attorneys, engineers and surveyors on technical and legal problems in the areas of professional negligence, retracements, and riparian and related areas. Teach courses in various areas of law and surveying to individuals and firms. Serves as an after dinner or key-note speaker at various professional functions and meetings. Served as an advisor to the Agency for International Development, through a private contractor, to the Republic of Armenia where I advised on land and property rights and reviewed and made evaluation of proposed laws for a new Land Code and suggestions for litigation and land recording.

Staff attorney practicing general law. Conducted litigation in the areas of land and boundary disputes. Served as both a consultant and an expert witness to attorneys, surveyors and firms in the areas of land title and boundary problems. Consulted on contract and negligence problems. Provided continuing education courses in these same areas to professional societies, individuals and firms.

Started in Mississippi as a forester on the DeSoto National Forest. General forestry responsibilities; Marking timber, fire fighting, timber cruising, and forest surveying. Promoted to the Regional Office in Atlanta as Regional Surveyor. Responsible for property surveying for the 14 Southern States and Puerto Rico. Investigated land disputes and trespasses and all land claims. Served as a negotiator and as and expert witness. Served as a technical consultant to other government agencies on land problems. On loan to USAID served as a technical consultant on land problems and aerial photgrammetric problems to the Kingdom of Nepal and Jordan. Involved with developing new technology and equipment for international work, including GPS, computers, and electronic surveying measuring systems. Prepared and reviewed land descriptions for land exchanges, purchases and condemnation. Served as an expert witness in both state and federal courts. Problems ranged from simple trespass to complex problems that required the location of state lines.

With permission, conducted a private consulting and law practice independent of regional surveyor’s duties . Clients included E.I. DuPont, Florida Power & Light, Florida DOT, Lockheed Corp., Georgia Power Co., Atlanta Gas Company and numerous small firms.

Assistant Projects Engineer supervising mapping projects. Aspects included both field and office responsibilities. Responsible for aerial photo control and interpretation and compilation of large scale and small scale maps and aerial photographic maps. Supervised mapping projects from planning the aerial photo missions, to field control to stereo photographic compilation.

Work required Top Secret military security clearance.

College instructor. Duties included planning and teaching courses in aerial photogrammetry and surveying. Also conducted forest management research. Served as faculty advisor .

1948-1952

Started as a flag man. Promoted to surveyor and then chief of parties. Principal duties were map preparation, timber cruising, statistical analysis of timber stands and inventory, forest surveying.

All work was conducted in remote wilderness areas of Maine, New York, New Hampshire and Vermont. Much independent work and responsibilities required.

  • Testified as in expert witness in over 40 cases and in fourteen states.
     
  • Served as a consultant to Dade County, Florida and other counties on boundary matters.
